A reference request is a request to be provided with (links to) documentation, official papers, and specs related to one or more specific algorithms or cryptographic procedures, to provide a trusted base for what's being said or written.

For example:

If someone would issue a reference request for details on a part of the internal functionality of SHA3 (also known as KECCAK), it would be logic to point them to http://en.wikipedia.org/wiki/SHA-3 — "Wikipedia: SHA-3" for the more general information and — even more important — to the official page (http://keccak.noekeon.org/ — "The Keccak sponge function family") for the official papers and specs as published by the KECCAK inventors (Guido Bertoni, Joan Daemen, Michaël Peeters, and Gilles Van Assche).
