The Technology Service department, in addition to supporting the staff at NWESD, provides network support services to 35 K-12 school districts in Northwest Washington region.

Can I encrypt user input in a way I can't decrypt it for a certain period of time?
You might want to expand a bit on this answer. I suspect you are suggesting some kind of PKI setup where bids submission would include encrypting against a public key, and then the message being stored for later retrieval by the un-available private key?
