@DavidSchwartz - thanks for the word of wisdom, my plan is to create a system that can encrypt a documents, a file to avoid some leakage of our finals exam in our school.. the user can encrypt and decrypt a file using secret key and Initialization Vector.

@ChrisSmith - I already try creating a DES algorithm using CBC mode, I already know also the process of AES, my problem now is on how to encrypt a file, just like Paul Ebermann said, a file is just a stream of byte, but how can I get that byte? I want to know the process how to get that byte and then once I already encrypted it, how can i save again that encrypted file?

@HenrickHellström - how can I encrypt the content of the file? example in microsoft word? It is easy if I will only encrypt is just a text, but what if there is a image included in the file?

the only person that can decrypt a file is the one who knows the secret password, It is impossible to anyone to know the content of the file without knowing the secret password, is this enough as my security requirements?
