While I generally agree your points, consider the use case of an embedded device with older hardware where you can only run an interpreted language. AES is way too slow in this case. And you can significantly speed up RC4 if you run the key scheduling just once per connection and instead keep the current state of your key stream (this is how RC4 is used in SSL).
