"In general you can only say that a cascade of ciphers is as secure as its weakest link." why ? assuming tls is totally broken cryptographically(but not malware wise), NaCL is still safe .But you might be able to say that the first encryption step is more critical.

There's also the possibility the attack is very difficult , to such an extent it is only available to nation states, and nation states won't usually "show their cards" to do stuff like industrial espionage.
