Aug 29 '16 at 9:04 comment added fgrieu It might be worth adding that if the two rotations where suppressed entirely, repeated iterations of the transformation shown would cause the low-order bit of the 5 words ABCDE to be dependent only on low order bits of Wj and Kt; and more generally there would be no diffusion at all to lower-order bits. In SHA-0 (same round function as SHA-1) this would allow a trivial preimage attack by building the message starting from low-order bits; that would weaken SHA-1 as well.
