Jan 12, 2017 at 9:12 comment added e-sushi @PaulUszak Too bad you rejected the enhancements of your question. The content didn’t change. The edits merely linked up to IACR page instead of PDF (to avoid users to directly hit a download) and presented excerpts (to avoid users to have to check what you’re pointing at). Nevertheless, your Q still asks why ISAAC is not a PRNG and you explicitly mention …only place that describes ISAAC as definitely a cipher…, which doesn’t change the valid comment question by @CodesInChaos – There isn't really much of a difference between a (synchronous stream) cipher and a CSPRNG, so why do you care?

Jan 11, 2017 at 13:16 comment added Paul Uszak @CodesInChaos I've rolled the question back to what I originally asked. You'll see that you've commented on a subsequent (incorrect) edit.
Jan 11, 2017 at 13:13 comment added Paul Uszak Thank you editors, but the changes substantively altered the nature of what I was asking, and led to further confusion in the above comments.

Ignoring the drama, I reformatted the links into a list, and added two quotes of page by the author (Jenkins) to show the contradiction in a neutral way.
