Attacker just need to create about a 10^6 keys (19 bit security strength) to get pair with the same digit code. Thank you for your response. Post it as an answer when you have time.
Mar 4, 2020 at 11:52 comment added SEJPM The technical term you are looking for is short authenticated string (SAS) which was originally introduced by Vaudenay at Crypto 2005 (PDF). The linked paper discusses long-message authentication using SAS, one could reasonably use that to authenticate two public keys.
