So PLONK has "universal updateable public parameters". Does that mean that you can copy it from someone else as long as the max degree is sufficient?

For example, Dusk Network updates the string every N blocks. So suppose that I try using their library to serialize (PublicParameters::to_raw_var_bytes) and deserialize (PublicParameters::from_slice_unchecked) into my own application. Is that viable?
