Recently, I have read a paper named "Classical Homomorphic Encryption for Quantum Circuits". The author claims a quantum scheme that can apply an encrypted (like GSW encryption) bit to control CNOT gate. However, in my opinion, doesn't such a scheme imply a quantum decryption algorithm for paricular GSW encrption? The author's scheme is not really security in the quantum case, since the encrypted Puail key can be efficiently decrypted by a quantum method, which is similar to that the author has used to perform encrypted CNOT gate.
