as you can see here , cryptographic algorithms performance is determinate by cycle per byte for symmetric ciphers and cycle per operation for asymmetric ciphers.

what is cycle meaning exactly ? and is that always same amount of cycles for one AES or RSA decryption or it can be different cycles every time ? (if its always same cycle for a cipher then timing must be always same then)
